What Is the Community Health Assist Scheme (CHAS)?
The Community Health Assist Scheme (CHAS), provided by the Ministry of Health (MOH), is designed to
reduce the cost of healthcare and dental services for Singapore citizens.
CHAS
cardholders can receive a subsidised dental bill, depending on their specific tier level, at True Dental Studio
(Ang Mo Kio). Singapore Citizens who possess either a Merdeka Generation (MG) or Pioneer Generation (PG) card are also eligible for
CHAS subsidies.
What’s New from October 2025
- CHAS Orange coverage expanded – Orange cardholders now receive subsidies for preventive treatments (e.g., consultation, scaling, polishing) and selected restorative procedures.
- Higher subsidy caps – Limits have been raised for restorative procedures such as root canal and crowns for PG, MG, Blue, and Orange cardholders.
- Fee benchmarks introduced – MOH will publish typical fee ranges for 18 dental procedures. Clinics must display these benchmarks prominently, giving patients more transparency when comparing costs.

True Dental Studio is a dental clinic that participates in the CHAS program.
To claim CHAS subsidies, simply present your NRIC and CHAS card. Singaporeans
under 15 can show a birth certificate or student card with their CHAS card.
For Merdeka Generation (MG) / Pioneer Generation (PG) cardholders, simply show
your NRIC and MG / PG card to enjoy the subsidies.

by logging into MyCHAS using your SingPass.

Both the Merdeka Generation (MG) and Pioneer Generation (PG) packages aim to
assist older individuals with healthcare expenses (including dental treatments).
The key distinction lies in the eligibility criteria: the MG package targets
Singaporeans born from 1950 to 1959, while the PG package is meant for those
born in 1949 or earlier.
Dental fee benchmarks were introduced in 2025 to make costs more transparent. They show the usual range of charges for common dental procedures at CHAS clinics. This helps patients know whether their fees are within the typical range, and ensures that the subsidies truly lower out-of-pocket costs.
No. At the moment, the benchmarks only cover primary dental care procedures (such as scaling, fillings, and extractions). Benchmarks for specialist procedures may be introduced at a later date.
From 1 October 2025, CHAS subsidies will be expanded:
- CHAS Orange
cardholders will be covered for 10 basic and preventive procedures, including
scaling and polishing.
- Subsidy limits will also increase for 7 restorative
procedures, such as root canal treatment, for PG, MG, CHAS Blue, and CHAS Orange
cardholders.
Yes, but only for selected dental treatments. From mid-2026, both CHAS subsidies and Flexi-MediSave can be applied to root canal treatments and permanent crowns at CHAS dental clinics.
Flexi-MediSave is a scheme that lets seniors aged 60 and above use their MediSave for recurrent outpatient expenses. From mid-2026, it can also be used at CHAS dental clinics for permanent crowns and root canal treatments.
No. Any Singaporean aged 60 or above can use Flexi-MediSave for root canal treatments and crowns at CHAS clinics, even if they do not have a CHAS card.
No. Patients on the Public Assistance Scheme will receive full subsidies for root canals and crowns. This means there is no need to use MediSave, as there will be no co-payment.
Your clinic can check your balance for you using MOH’s Healthcare Claims Portal. Soon, this function will also be available directly through clinic management systems once they are updated.
Currently, MediSave can only be used for dental procedures that are surgical in nature and medically necessary, or selected complex procedures done as day surgeries. From mid-2026, Flexi-MediSave will also include root canal treatments and permanent crowns at CHAS clinics.
A clinic may charge above the fee benchmark if the treatment is more complex or requires specialised materials, and in such cases, clinical justification must be submitted to MOH. The benchmarks are not fee caps but act as a guide to support transparency and help patients understand the typical range of dental fees.
The CHAS subsidy for dental ranges from about $7.50 to over $600 depending on the procedure and card tier. Basic treatments such as consultations, scaling, and polishing typically receive subsidies between $13.50 and $40.00, while restorative procedures like root canals, dentures, and crowns may receive subsidies of up to $625 for Pioneer Generation cardholders. As amounts vary, it is advisable to confirm the exact subsidy with your dental clinic.
You can get dental subsidies by visiting a CHAS-accredited dental clinic and presenting your valid CHAS, Blue, Orange, Pioneer Generation, or Merdeka Generation card during registration. The clinic will apply the subsidy directly to your bill, and you only need to pay the balance after the subsidy is deducted. The Green card only covers chronic medical conditions and does not provide dental subsidies.
