What Is the Community Health Assist Scheme (CHAS)?

The Community Health Assist Scheme (CHAS), provided by the Ministry of Health (MOH), is designed to reduce the cost of healthcare and dental services for Singapore citizens.

CHAS cardholders can receive a subsidised dental bill, depending on their specific tier level, at True Dental Studio (Ang Mo Kio). Singapore Citizens who possess either a Merdeka Generation (MG) or Pioneer Generation (PG) card are also eligible for CHAS subsidies.

What’s New from October 2025

  1. CHAS Orange coverage expanded – Orange cardholders now receive subsidies for preventive treatments (e.g., consultation, scaling, polishing) and selected restorative procedures.
  2. Higher subsidy caps – Limits have been raised for restorative procedures such as root canal and crowns for PG, MG, Blue, and Orange cardholders.
  3. Fee benchmarks introduced – MOH will publish typical fee ranges for 18 dental procedures. Clinics must display these benchmarks prominently, giving patients more transparency when comparing costs.

No. At the moment, the benchmarks only cover primary dental care procedures (such as scaling, fillings, and extractions). Benchmarks for specialist procedures may be introduced at a later date.

From 1 October 2025, CHAS subsidies will be expanded:
- CHAS Orange cardholders will be covered for 10 basic and preventive procedures, including scaling and polishing.
- Subsidy limits will also increase for 7 restorative procedures, such as root canal treatment, for PG, MG, CHAS Blue, and CHAS Orange cardholders.

Yes, but only for selected dental treatments. From mid-2026, both CHAS subsidies and Flexi-MediSave can be applied to root canal treatments and permanent crowns at CHAS dental clinics.

Flexi-MediSave is a scheme that lets seniors aged 60 and above use their MediSave for recurrent outpatient expenses. From mid-2026, it can also be used at CHAS dental clinics for permanent crowns and root canal treatments.

No. Any Singaporean aged 60 or above can use Flexi-MediSave for root canal treatments and crowns at CHAS clinics, even if they do not have a CHAS card.

No. Patients on the Public Assistance Scheme will receive full subsidies for root canals and crowns. This means there is no need to use MediSave, as there will be no co-payment.

Your clinic can check your balance for you using MOH’s Healthcare Claims Portal. Soon, this function will also be available directly through clinic management systems once they are updated.

Currently, MediSave can only be used for dental procedures that are surgical in nature and medically necessary, or selected complex procedures done as day surgeries. From mid-2026, Flexi-MediSave will also include root canal treatments and permanent crowns at CHAS clinics.

A clinic may charge above the fee benchmark if the treatment is more complex or requires specialised materials, and in such cases, clinical justification must be submitted to MOH.
